yes that is what /etc/smrsh is designed for ... but it is only in newer
sendmail's .... not in older ones ... i believe it was a new feature in 
sendmail 8 and onwards .... 

what version of sendmail do you have ?  you can try 

   # mkdir /etc/smrsh
   # cd /etc/smrsh

and then do the symbolic link stuff from earlier ...
