I beleive, sendmail has a security section that prevents people from willy
nilly directing inbound emails in to an application.

By placing a symbolic link the /etc/smrsh it is telling sendmail that yes,
this application can be run, does that make any sence?

   you need to create a symbolic link from /etc/smrsh to where queue-pr is
located.  this will tell sendmail that queue-pr is an acceptable service.

gnats-db/gnats-adm probably does not allow anyone other then gnats user
to write to it.  you will need to create an empty file bugs.log there
and make it writable and readable by others besides the gnats user.
