tramp (2.0.38); Cannot edit files as two users on remote machine.

Hi, 
   I edit a file on a remote machine using the filename
   /address@hidden:/home/user/file1.el

   and then I need to edit another file on the same machine but this
   time as root (a config file say) and I do 
   /address@hidden:/etc/apache/httpd.conf

   It fetches the second file in a read-only buffer and I can't edit
   it. If I toggle the read-only flag and try to save it, Emacs tries
   to chmod the remote file and messes up. 

   I don't think it's a problem with my ssh setup since if the first
   file I edit is as root, then it works. 

   The problem seems to be that the user doesn't change the second
   time.
