I think you are getting into numerology...
We simply decided that a properly exposed 18% gray reflector
(the standard target for light meters) should map to roughly
0.18 in the image file, so that an ideal white reflector under
the same lighting conditions maps to 1.0. Black = 0, white = 1
is easy to remember.
