gnatsweb "make test" can't resolve db alias

I am trying to install gnats and gnatsweb on Linux Redhat 7 dist.

Gnats 3.113 (gnatsd --version)
Gnatsweb 2.6 (bundled with the Gnats dist)

My /etc/gnatsd.conf is:

   /usr/local/share/gnats/gnats-db:gnats

ls /usr/local/share/gnats/gnats-db shows

   doc g++ gcc gnats-adm gnats-queue pending test

When I cd to the gnatsweb directory and do a make test, it fails to
resolve the db name:

> make test DATABASE=gnats (or gnats-db)

    Error: could not resolve database alias (gnats)
    Connect .............. fail

I can telnet to the gnats port (1529)

> telnet localhost support
  200 foo.recommind.com GNATS server 3.113 ready

I can't figure out what to do next.  Any suggestions?
