problems in installing gnats

Hi,

I was trying to install gnats-3.113 in my sparc-sun-solaris2.5.1. But I failed 
in running: "configure --with-all-gnats". Below is the output:

Configuring for a sparc-sun-solaris2.5.1 host.
Created "Makefile" in /home/.../gnats-3.113 using "config/mh-solaris"
/image/common/.cshrc: No such file or directory
 
I didn't see any files made under /usr/local/ then. (I assumed that by running 
configure successfully, the /usr/local/share/gnats would be created 
automatically, is that right?)

What's wrong?

Also, if I DO NOT have the write permission to /usr/local, can I still use 
"/usr/local" as the "prefix" when configuring?
