C version of htags committed.

Hi,
I have rewritten htags(1) in C language and committed it into the CVS
repository.
By default, C version of htags is installed as '/usr/local/bin/htags'
and perl version is installed as '/usr/local/bin/htags.pl'. Perl version
should be left in the package until the C version becomes stable.
The execution speed has improved greatly and now we are free from
being annoyed by the compatibility problem of perl.
I apologizes to perl hackers but perl is not necessarily suited
for a large and complicated program like htags(1), I think.
In a early version of GLOBAL, I wrote global(1) and htags(1) in perl
because the language is suited for quick development.
As the system grows up, I had rewritten them in C one by one.
And finally, all programs were rewritten in C language.
Please cooperate continuously.
