I suggest the opposite logic: if $datadir/info exists, use that, else
use $prefix/info.
Rationale: people might install into new directories, where it would
be customary to use $prefix/info. Only /usr is special, but we know
that /usr/share/info exists.
Thoughts? Opinions?
