login fails

I'm using tramp 2.1 with xemacs 21.4 on an intel linux
system. I am using ksh on the remote host. Just to make
sure that nothing in my .profile was causing the problem
I removed it (temporarily) and I have no .shrc file.
I enter the following after ctrl xf:
/address@hidden/tmp/lic.log
It asks for my password and then I get the line about
Looking for regexp "\(TERM = (.*)\|Terminal type\? \[.*\]\)\s-*" from
remote shell
After a while it comes back with
Login Failed
The debug output is:

I've tried everything I can think of. Any idea what's wrong?
