The relevant files in Emacs are lisp/ChangeLog, lisp/net/tramp*.el,
and man/tramp.texi. The problem, I think, is that lisp/ChangeLog
contains ChangeLog entries for all *.el files in Emacs, so this file
cannot be shared between the Tramp and the Emacs repository, I think.
