I tried earlier versions of tramp.el, with version 2.137 it worked, so it must 
have something to do 
with the latest changes in 2.138.

I have used tramp succesfully on emacs 21.2.1 on w2k with a cygwin bash last 
weeks.
(using the new file name format, too).

I just tried the latest tramp version from cvs (2.0.2), that one didn't work.
it seems to me there could be a problem with the file name regex somewhere ?

I'm not much of a lisp programmer & didn't investigate deeper,
so I just add the tramp debug buffers after trying to open:
