xref newline-difference warning only in html

So I defined this node:
@node @code{texinfo-format} commands

And then I put the } in the wrong place in the reference;
@address@hidden
commands}}.

But makeinfo did not warn with Info output.  However, with HTML output,
it did warn.  It always should ...
