I've disabled the language translations of savannah's messages, since
all the translations were out of date to some extent, many wildly so.

If it turns out to be more helpful for users to have some partial
translations available (some are close to ok), then no problem to
re-enable on a case-by-case basis. Just starting with this.
Of course, it would be ideal if the translations could get updated,
presumably through translationproject.org, but the present savannah
workers don't have a good grasp on how to set up a reliable process for
that without a big research effort. If anyone is interested in working
on that, some basic info on the Savannah setup is at
http://savannah.gnu.org/maintenance/HowToBecomeASavannahHacker.
In the event that translations get updated, it would also be ideal if
there were a way to specify the desired language in the Savannah
interface itself (similar to www.gnu.org, plus a per-account setting);
right now it has to be done via the browser Accept-Language: header,
which is clearly not ideal.
