The SaaSS article explains that google docs could be used from a free
software client without being SaaSS

RMS never said we should allow programs that do bad things. Savannah
hosting rules are pretty exhaustive, but they don't need to specify
every single bad thing a program could do, I can think of many things it
doesn't say that I'm sure would be unacceptable. If you spot a program
that does something bad, it can always be removed if necessary, the
hosting rules say "We do reserve the right, however, to discontinue
hosting a project."
