That is true, but we need to avoid inviting misunderstanding.
How about adding this text in savannah.gnu.org's rules page:
All packages registered in savannah.gnu.org are GNU packages,
so they should follow the <a href="https://www.gnu.org/prep/standards/">
GNU Coding Standards</a>.
Note that some parts of the GNU Coding standards are firm
requirements, while some are just preferences/suggestions.
