Please remove the defunct usenet project and any associated web resources.

This was an attempt from many years ago to set up administration of the gnu.*
Usenet hierarchy which was never finished. I'm not aware of any attempt to
pick it up again, and it's unlikely that this project would be useful to
anyone who wanted to.
