Details:

I've been unable to sftp/scp/rsync to the DownloadArea of my project
("ReCaged").

However I am able to use cvs (web and code), git (code) and ssh to
"cvs.savannah.gnu.org", so it seems the public/private ssh keys are ok (and
the public one correctly added to savannah). The same situation occurs on all
systems I've tried so far (two debian testing installs and one debian
stable/squeeze), including generating new keys.

Is it possible the OpenSSH daemon on savannah providing access to the
DownloadArea is separate from the rest of the system and somehow is not given
my public key(s)?
