[RFC 12/13] rust/timer/hpet: add qdev APIs support

[RFC 12/13] rust/timer/hpet: add qdev APIs support |

Implement QAPI support for HPET device in qdev.rs.
Additionally, wrap the handling of HPET internal details as traits to be
specifically implemented in hpet.rs.
