i connect myself over ssh (using Putty) to a linux box from a windows
box at work (our development linux boxes are on a 'secured' net, without
internet access).
Then i run a irc (BitchX) client over the ssh link...
I think it's the easiest solution, but you won't be able to use a fancy
graphical irc client...
I never experimented much with tunneling, and never with tunneling irc.
