[Pan-devel] Patch for enhanced Create Score dialogue

The enclosed patch adds the following options to the "Create Score"
dialogue:
- Scoring on message-ID (incorporating my previous patch from
  http://bugzilla.gnome.org/show_bug.cgi?id=108566).
- The ability to choose between ANY OF and ALL OF the conditions.
  (Previously the dialogue always resulted in ALL OF.)

To prevent the dialogue window from growing too high for 800x600
screen resolution, I eliminated some spacing, removed the "Group"
label, and put the group options menu immediately to the right of the
"Newsgroups" title.

By adding a "#define SCREEN_SIZE_ABOVE_SVGA", it's possible to
re-enable the extra vertical spacing at compile time.

The patch is against 0.14.0.95.  (The file hasn't changed in CVS
since then.)
