The GNOME Translation Project has lots and lots of information on how
to go about this at <http://developer.gnome.org/projects/gtp/>.  The GNOME
i18n mailing list at <http://mail.gnome.org/mailman/listinfo/gnome-i18n/>
is a very helpful place to get more information too.
