Hello.

Translation settings are not being applied in the shortcuts.

When I go to

Edit -> Preferences -> General -> Language

and change the language to anyone available, Octave must be restarted.

After restarting, most parts of Octave changes the language for the one
selected.

However, when I go to, for example,

Edit -> Preferences -> Shortcuts:

Global -> File Menu -> Exit Octave

The text "Exit Octave" remains the same, no matter which language.
This behavior, i.e., not changing language, occurs in several entries in this
shortcut section.
