Dear Mingw-cross-env developers,
Some time ago I added a hack to support Tar-Bz2 files that have
a ".bz2" suffix instead of ".tar.bz2".

This was to support the package OpenAL. However, currently neither
this nor any other package has a ".bz2" suffix instead of ".tar.bz2".
So is it safe to remove this hack? Or is there a good reason for
keeping it?
