This is a horribly old version of Lynx. Even software museums like
Debian Oldoldoldstable and RHEL 7 have a newer version. (JFTR: RHEL 7
has the older version than Debian Oldoldoldstable. :-)

https://en.wikipedia.org/wiki/Transport_Layer_Security#TLS_1.2 says
"TLS 1.2 was defined in RFC 5246 in August 2008." so chances are not
so low that a Lynx release from 2009 doesn't support it yet.

Not sure, but it also depends a lot on the OpenSSL or GnuTLS library
it's built against. So better look at their versions first, because if
they don't support it, Lynx won't either.
