The easiest way to do that is to download the binary .deb package for
your OS and architecture… so most likely
http://archive.ubuntu.com/ubuntu/pool/universe/l/lynx/lynx_2.8.9dev16-3_amd64.deb
… copy that to the machine and run sudo dpkg -i lynx_2.8.9dev16-3_amd64.deb
