I don't understand what you are asking, since the existing set of
applications running in a terminal are able (or could be altered)
to choose their own color palettes.
Incidentally, since patch #357, xterm has the ability to switch
rapidly between palettes (but of course, it'll be "a while" before
others copy the feature).
