What missing information?
If the username is empty the resulting telnet URL should just not
have any username listed, which was even the expected behaviour
the OP wrote.
In fact, *not* having a username, but relying on remote login(8)
for authentification instead, is the default telnet behaviour.
So there is not any “missing information” that needs filling.
