LYNX-DEV 2.8pre.5

I made some more clarification to README & INSTALL, and LP added some
last-minute stuff (that took me a while to check).  That's 2.8pre.5
(which is available right now).

So: it isn't perfect, but it builds for me on all combinations (I built
all of the Unix boxes last night, don't know of any reason why OS/2 EMX
won't still build, and have no reports from anyone wrt VMS).  So it's
stable.

Have I left anything out? -- otherwise I'll mark that version as 2.8rel.1,
and we'll collect reports against that for a week before resuming development
(e.g., as 2.9dev.x).
