That's a tricky one, so be careful about the words you choose
to discuss it. HTNews.c in the vanilla distributions has "standard proxy"
code for snews URLs, as for any unknown and unhandled scheme, and code for
handling what is returned as an unencryped news server response, as opposed
to a news server's response converted to HTML on behalf of the client.
There is no code in that which constitutes "hooks to an encryption library",
and thus "munitions" according to US Exports Laws. Of course, "hooks" can
be used as an "every day word", but avoid using it loosely in this context.
