Details:

Currently all etharp_request() ARP requests are sent broadcast
I propose a feature which will cause the ARP requests to be first sent as
unicast requests (to the cached hw address), and only after XXX (3?) failure
attempts we will switch to broadcast requests.

This behavior is similar to how Linux ARP layer works.
