For me the page number is the one which is printed by lout by default. I
guess it's what you call the automatic page numbers.

And for me, the right page number in the contents should be the
automatic page number where the title of the section is
printed/displayed (ie the beginning of the section).

So, if i try to summarize : 

- First case, no @NP at the end of my last section : 

  For the page where the title of this last section is printed : 
    printed (automatic) page : 10
    page in contents : 10
    => OK

  For the page where the title of references is printed : 
    printed (automatic) page : 10
    page in contents : 11
    => wrong (i first thought it was ok but in fact no...)

- Second case, i add @NP just before the end of my last section : 

  For the page where the title of this last section is printed : 
    printed (automatic) page : 10
    page in contents : 11
    => wrong

  For the page where the title of references is printed : 
    printed (automatic) page : 11
    page in contents : 13
    => wrong 


If needed, i can send my original lout file.
