[libredwg] API Status

[libredwg] API Status |

API has been created, it is working. I have also added support for
writing in the API. Next I have shifted the SVG converter to my API
from low level access. I also have added unit tests for the API. Every
thing can be found at API repository [ 0 ] . Soon I will be uploading
Documentation.
