only with the full written consent of every author who has ever
contributed a line of code to the project in question. for small one-
programmer project's it's easy (they can relicense it as anything
they please), for large multi-contributer projects it is next to
impossible.

(n.b. technically you'll occasionally find something ==v2 not >=v2)
