Unfortunately it is not so. FILES_IN_DIR_A should really be
FILES_IN_DIRS_A_TO_Z.

So this means I need to write static pattern rules for each of the
dirs. But that may not be possible as the dirs themselves are coming
out of a wildcard expression.
