make build problem ....

Hello,
I have downloaded the source tarball for
make-3.79.1 and able to generate make utility on
solaris 2.6.  But I am unable to do same on HP
11.00 and IBM aix 4.3.
i get following error.

checking whether the C compiler (gcc  ) works...
no
configure: error: installation or configuration
problem: C compiler cannot create executables.

Can somebody help me how  to generate the Makefile
for HP as well as on IBM ?
Any default compiler setting are required ?
