You don't need to - you can just use bundle.make. It supports headers.
The code supporting headers is precisely the same as used by libraries.
Add a
HEADER_FILES = MyBundle.h
HEADER_FILES_INSTALL_DIR = MyBundle
to your GNUmakefile and you're ready to go. :-)
