Probably something wrong with the configuration - it's detecting your 
libiconv library but not adding it to the list of libraries.

Please send the config.log and the config.status file from gnustep-base. 
In the mean time you can just add -liconv to base.make(CONFIG_SYSTEM_LIBS)
