Debian calls it "stable-backports" or "bookworm-backports". And if it is
not enough you have to go to "testing".

(you should use apt and not apt-get)
If you add bookworm-backports to your sources you can do
sudo apt -t bookworm-backports install ...
But xemacs21 version is 21.4.24-11 with no backports
