I did some testing and got several instances of cycling. I'm not sure
whether this is a new issue or whether it was uncovered from the
changes. The easiest way I found to reproduce it was using water.mps
with the long step dual simplex but I saw other instances without
--flip.

I also saw something similar with ns1688347 from miplib, where some
problems take a lot of time.
