Coin-Or offers software which will allow you to write a model in the GMPL language and to solve it with CPLEX. Please, refer to
http://www.coin-or.org/projects/SYMPHONY.xml and http://www.coin-or.org/projects/Osi.xml
If these libraries are too much overhead for you, you could also write your own C or Java code to read a GMPL model using the GLPK library and then call the CPLEX library for solving.
