If you run
./configure --help
it asks you to put your environment variables after ./configure:

Usage: ./configure [OPTION]... [VAR=VALUE]...

The current version of glpk is 4.44. You can download the source
with 
wget ftp://ftp.gnu.org/gnu/glpk/glpk-4.44.tar.gz
