Hello Marc,precompiled 32 and 64bit Windows binaries for GLPK are supplied by project GLPK for Windows at http://winglpk.sourceforge.net. These include GLPK for Java.
If you want an 32bit IDE for Windows you may look at http://glpklabw.sourceforge.net/
