compiling / Windows 98 / Visual C++ 6.0

Hi,

I tried to compile cgicc (Windows 98 / Visual C++ 6.0), but without success.
It seems to be that some files are "absent".
I looked for these files in the tar archive, but I could not find them. Where I 
can download these files?
By the way ... is there a binary version on the web?
