Concerning the "international" part, one option would be to create a
separate "association"/"eingetragener Verein" in Germany. Given our
difficulties of opening a bank account in France, it might actually be
an option to just move to Germany.
The drawback would be the multiplication of administrative structures
for a comparatively small membership base. It is unfortunate to see how
difficult it is to create a single European non-profit structure in
which people from different countries can work seamlessly together.
On the plus side, I have recently looked up the role of foreigners in a
French association: they can without problem be on the board (Presidency
or Treasury). Of course a French bank will then insist on them showing
up in person in their office...
