Hello,
There has been several report of such problems but we were never able to track
it. Do you have a savegame I could load and test ? The previous such report
came with a savegame but it appeared that there swarm with 20 units allocated
and that the allocation algorithm was overloaded. Nevertheless, as you seem
to have a clear test case, please send us a savegame and we'll try to
investigate. You can add a bugreport on savannah if you want somewhere to
place your savegame.
