I'm not sure about 'the best', but for everydayuse I'm very
satisfied with 'wdm' (The WINGs display manager), that is relatively
lightweight (compared to 'kdm' and co) and can handle any X11 display
(so it's not for MS-Windows!). It - apart from logging a user in and
start a session - is able to 'reboot' or 'halt' the machine. This
can be done by 'root' only, any 'valid user' (password) or anyone
sitting in front of the machine - depending on the selection in its
configuration file (thus it's more than 'xdm').
At least for Debian, it is a pre-packaged application (deb-file), that you
just have to install and make the display-manager of choice, that's all.
Give it a try. If you're like me, you'll like it.
