Well, I did a bit more staring and saw that there was a section for
libevince-3 in the gtk3 section. Putting that into the gtk2 section got
it finding the evince headers which then gave an error at compile time

/usr/include/evince/3.0/libdocument/ev-annotation.h:125:63: error: unknown type 
name ‘GdkRGBA’

So it seems that evince/3.0 is using Gtk3 and so can't be used.

I'll see if I can install the earlier version (I don't have much idea
how to go about this ...).
