    core: added inplace option to gr_block + scheduler
    
    Throttle was a good demo candidate for this.
    Notice it still has to memcpy if the ptrs dont match.
    
    Added ability to search for inplace blocks,
    and search upstream for the master buffer.
    
    Added ability to buffer to be replaced by another.
