issue#59691 - tentative patch to remake

Hello all,


I suggested in bug#59691 new features.


I have implemented them in https://github.com/bstarynk/remake/


PS. Sadly, I do have a copyright assignment to FSF for GCC, but not for 
GNU make.

And getting that paper signed was so painful that I won't start again

I hope that when I will be retired (in 2 years) it would be simpler.
