I tried adding an explicit export at the toplevel makefile right before the
invocation of the submake--it does not solve the problem. Behavior is exactly
the same.

I tried it with "OPT" everywhere instead of "CFLAGS"--exactly the same happens.
I also tried to add the explicit export for OPT again at the toplevel makefile
(see top)--it does not solve the problem. Behavior is exactly the same.
